    During the first 20 years, in the days of the 
    research network, a distinct "Internet culture"
    was formed. This culture is the heritage of
    a group of developers and users - the "First 
    Nation" of the Net world. The Internet's unwritten 
    "design plan" is described by the 
    FREE FLOW OF DATA 
    as an overall criteria for good design.
    
    This holds true for the transport of data and also for 
    any data content. The Internet is NOT designed to 
    please censors or moralists. Instead, its technical 
    design supports FREE SPEECH.
